I have a female that starts into heat but never comes all the way. has anyone else had this happen?

I have one she is 5 never has had a full heat cycle. Never swells trickes a little red fluid and that's as far as she ever goes.

I have a 2.5 year old female that just had pups about 11 weeks ago, but here the other day she looked like she was coming in again, but she never did come in fully. I dont know what the deal is.

She came in and stayed in for a while when I bred her, but this second time she started to come in, but she never made it very far. Let me know if you find out what the deal is with that.
