If it is allergies, I would think your dog would have hot spots with a lot of scratching on its body. If it is seeds under the eyelids, they can be very painful. Thus, with seeds it's not an allergy.
I Pheasant hunt with my Patch beagles, working a thick, overgrown field is heck on their eyes trying to fight through the field causes them to need their eyes flushed. If you look at what the dog is going through, all of the grasses are cutting across their face and eyes.
My Springer's, Brittanie's, and GSP pointers always had their eyes raked over by the grasses, short sorghum and goldenrod fields. Some bird dogs wear a chest vest, so they do not get irritated working fields. Just saying. JMHO
